ROUND TABLES IN STRUMICA AND KUMANOVO ON THEME: “COOPERATION OF THE LOCAL SELF GOVERNMENT WITH THE OMBUDSMAN”

 “Cooperation between the Ombudsman and the local self-government is good but it needs further promotion. For that aim there is a need of more frequent meetings between the Ombudsman and representatives of the local self-government with aim of easier solving of citizen’s problems”.
This is one of the conclusions from the Round Tables which the Ombudsman Office supported by the OSCE Spillover Mission to Skopje and Swedish International Development Agency (SIDA) organized on 7-th and 8-th November in Strumica and Kumanovo where participants debated on theme: “Cooperation of the Local Self Government with the Ombudsman”. Participation on those two Round Tables had the Ombudsman Mr. Ixhet Memeti, Deputy-Minister on the Local Self-Government Mr. Senad Odzoski, mayors of Strumica and Kumanovo Mr. Zoran Zaev and Mr. Zoran Damjanovski, representatives of the local self-government, SIDA representative Mr. Daniel Asplund and the OESCE representative Mr. Dzal Margvelashvili. 
“In the Republic of Macedonia is running the process of decentralization in which municipalities get great part of competencies which belonged before to the central Government and it has big importance for the citizen’s life. Because of that great importance has cooperation between the Ombudsman and the local government.” – said the Ombudsman Mr. Ixhet Memeti. He also stressed that the Ombudsman Office with aim to enable greater access to the citizens has opened six regional offices where citizens can submit their complaints. “Cooperation with the local self-government is good but it shouldn’t stop there. It should be improved in future with aim to make citizen’s life easier.” – said Mr. Memeti. 
According to the Deputy-Minister of the Local Self-Government Mr. Senad Odzoski decentralization is a compound and complex process. “Cooperation and existence of the sense for mutual solving of the problems are the most important things. If Europe insists on cooperation in the region the first lesson we should learn at home – to cooperate one with the other – municipalities between each other.” – said Mr. Ozdoski.
For representative of the Swedish International Development Agency Mr. Daniel Asplund very important for democracy development is cooperation between the Ombudsman and the local administration. “Those two institutions play significant role mutually in promotion of citizen’s rights”. – said Mr. Asplund. 
“OESCE gives special meaning to development of local self-government institutions and undertakes activities for rising of the conscience of the local self-government and for improvement of communication flow between different administration levels and citizens.” – said the OSCE representative Mr. Margvelashvili.
“The local self-government in the scope of its competencies has the need for cooperation with the Ombudsman because of the one simple reason. The Ombudsman during his work of his competence undertakes actions and measures on which he is authorized for protection of citizens rights” – said the mayor of Strumica Mr. Zoran Zaev.
Great discussions on those two Round Tables were developed on the problems which citizens has in the field of urbanism which is the reason for submitting of greater part of the complaints.
