THE OMBUDSMAN MR. IXHET MEMETI PRESENTED THE 2017 ANNUAL REPORT ON THE LEVEL OF RESPECT, PROMOTION AND PROTECTION OF HUMAN RIGHTS AND FREEDOMS AT A PRESS-CONFERENCE

”Last year's work resulted in several extremely important findings. Namely, the phenomenon of selective justice is becoming more frequent, the public administration at central and particularly at local level is partisan and non-professional thus being serious obstacle for the exercise of citizens' rights. We have populist and inapplicable legal regulations that additionally aggravate the situation, a bad debt-collection system that affects the most vulnerable categories and a social protection system which is not achieving its goal. Furthermore, we are faced with discrimination on all grounds, inefficient judiciary and public prosecution along with police that exceed their powers and remains unsanctioned”.

This was part of the speech delivered by the Ombudsman, Mr. Ixhet Memeti at the press conference, where he presented the 2017 Annual Report on the level of respect, promotion and protection of human rights and freedoms.
The Ombudsman, Mr. Ixhet Memeti, informed that last year the institution acted upon 4185 complaints, of which 3223 were submitted in 2017, 49 were opened at the Ombudsman’s initiative, and the rest were submitted in 2016 but were being handled throughout in 2017.

"The legislation governing the public administration, along with the partisan and unprofessional structure are at the heart of the issue. I urge the Minister of Information Society and Administration to approach more radical and concrete changes in the system, thus ensuring expert and efficient administration”, said Memeti.

Concerning the situation in the judiciary, he stressed that this remains an area for which the most of the citizens’ complaints refer, and therefore recommended amendments to the Law on Administrative Disputes as well as adding provisions for compulsory holding of public hearings and adopting finals decisions in administrative proceedings.
“On this occasion, I would like to inform the public on the obstruction of the work of the Ombudsman in the implementation of its new competence as “amicus curiae” - friend of the court. Hence I recommend the courts to terminate this practice”, said the Ombudsman Memeti.
