THE OMBUDSMAN, MR. IXHET MEMETI, THE PRIMEMINISTER, MR. ZORAN ZAEV AND THE EXECUTE DIRECTOR OF HELSINKI COMMITTEE, MS. URANIJA PIROVSKA VISITED PCF “IDRIZOVO”

The Ombudsman, Mr. Ixhet Memeti together with the Executive Director of Helsinki Committee for Human Rights of the Republic of Macedonia, Ms. Uranija Pirovska in capacity of National Preventive Mechanism and the President of the Government of the Republic of Macedonia, Mr. Zoran Zaev visited the Penitentiary- Correctional Facility “Idrizovo”. The purpose of the visit was to inspect the conditions in the biggest prison of the country.

“We need to seriously approach the problems with the prison system in the state. As an Ombudsman, already for 12 years I have been alerting and seeking solutions for improvement of the catastrophic conditions in these facilities, and the Government has expressed will to sit together and to jointly start changing the system from the root. The current practice in adopting action plans has proven weak and has not given concrete results. There is no improvement in the special-material conditions, the health care is ruined, and there is a lack of personnel. That is why the need for realistic approach to the problems is more than necessary since we do not refer only to the conditions but to the general management of all the segments too.”- said Ombudsman, Mr. Ixhet Memeti during the visit.

He emphasized that the prisons have non-functional system for re-socialization, instead of giving the projected results, the system creates returnees, while as from the minors creates criminals who the Educational-Correctional Facility replace for the Penitentiary-Correctional Facilities.

“The conditions in prisons are degrading human dignity. The Republic of Macedonia is on the bottom, I would even say under the bottom when it comes to conditions and treatment of convicted persons. Thus I hope that in the forthcoming period with a serious approach, all the segments of the penitentiary system will start to get improve”, said the Ombudsman, Mr. Ixhet Memeti.
