PRESENTATION OF THE SIXTH ANNUAL REPORT OF THE NATIONAL PREVENTIVE MECHANISM

“There are 1.996 inmates in PCF “Idrizovo” who serve their imprisonment sentence or double the actual capacity of that facility. The living conditions in the facility are far from the legally envisaged standards, directly violating human dignity, causing humiliating, inhuman and degrading treatment towards these people. During the visit we detected 80 persons in the Reception division of the Prison, who contrary to the Law are kept there for more than two months before being transferred in the adequate divisions. Those who insisted to be more rapidly transferred were obliged to pay great deal of money. These are the statements of those who paid but also of those who are still waiting i.e. were offered to pay in order to be transferred“.

This among other was stated by the Ombudsman, Mr. Ixhet Memeti in the presentation of the sixth Annual Report of the National Preventive Mechanism.

According to him, there is a great level of corruption in prisons where many convicted persons and prison officials are involved, starting from the lowest and ending with the highest echelon; beds, mobile phones, drugs and other benefits are on the market.

“The drugs are easily accessible in prison, of particular concern is the fact that instead of treatments for weaning, the recruitment of new addicts becomes a trend” says Memeti.

According to Memeti the security system and the health care do not function, there is no educational system in place while as the absence of re-socialization contributes towards many prisoners becoming returnees.

He also spoke about the conditions in the police stations saying that some of them do not have adequate conditions for detention of persons deprived of liberty.

“With regret I conclude that even after three years of appealing for closure of 28 police stations due to the fact that they do not comply with the minimum standards for detention, so as the decision of the minister for three of them to be put out of use, no change of the situation has been achieved, the persons continue to be detained in such facilities and they remain there in inadequate and inhuman conditions” stressed Ombudsman Mr. Memeti.

The Annual Report presents the conditions detected during the visits of places of detention and accommodation of migrants, so as the Public Institution for Social Protection “Demir Kapija”.
